Agriculture (agriculture and animal husbandry, rural economy), fishery departments (bureaus, commissions, offices), trade unions, vocational skill appraisal centers of provinces, autonomous regions, municipalities directly under the Central Government and cities with separate plans, and agricultural bureaus of Xinjiang Production and Construction Corps: In order to thoroughly implement the spirit of the Eighteenth National Congress of the CPC and the Third, Fourth, Fifth and Sixth Plenary Sessions of the Eighteenth Central Committee of the CPC, and implement the Outline of the National Medium and Long-term Talent Development Plan (2010-2020). In accordance with the requirements of the Notice of the Ministry of Human Resources and Social Security on Organizing and Launching the 2017 China Skills Competition (Letter No.46 of the Ministry of Human Resources and Social Security) and the overall plan of the All-China Federation of Trade Unions Skills Competition, The General Office of the Ministry of Agriculture, the General Office of the All-China Federation of Trade Unions and the China Employment Training Technical Guidance Center decided to jointly organize the "2017 China Skills Competition-National Agricultural Vocational Skills Competition". The relevant matters are hereby notified as follows.

I. Competition Profession Prevention and control of aquatic biological diseases. II. Organization and implementation The Vocational Skills Competition for the Prevention and Control of Aquatic Biological Diseases is organized and implemented by the Fisheries Administration Bureau of the Ministry of Agriculture, the China Employment Training Technical Guidance Center and the National Committee of the China Agriculture, Forestry, Water Conservancy and Meteorology Trade Union, and a competition organizing committee (see annex) is established to organize and lead the competition. III. Form of Competition The professional skills competition for aquatic biological disease prevention and control personnel is divided into two stages:The preliminary contest is organized and implemented by the competent fishery departments of provinces, autonomous regions, municipalities directly under the Central Government, cities with separate plans and Xinjiang Production and Construction Corps. Three contestants are selected to participate in the final contest, which is organized by the National Competition Organizing Committee. The specific matters such as the time and place of each competition will be notified separately. IV. Competition Content The professional skill competition of aquatic biological disease prevention and control shall be carried out in accordance with the National Professional Skills Standards for Aquatic Animal Disease Prevention and Control Personnel (National Professional Qualification Level 3) and related requirements.V. Competition Rewards (I) Individual Award 1． The top three finalists who are employees shall be awarded the honorary title of "National Technical Expert" by the Ministry of Human Resources and Social Security, and the professional qualifications of technicians shall be promoted by the competent departments of the industry. Those who already have the professional qualifications of technicians may be promoted to senior technicians. 2． The contestants who have won the 4th to 15th place in the finals shall be promoted to senior professional qualifications by the competent departments of the industry.Professional qualifications of technicians can be promoted. 3． Other awards shall be determined by the Organizing Committee of the Competition, and the specific matters shall be notified separately. (II) Group Award and Organization Award The award scheme of group award and organization award shall be determined by the Organizing Committee of the Competition, and the excellent teams shall be selected according to the organization of the Competition. Relevant requirements (1) All regions and relevant units should strengthen their leadership over the competition, effectively organize the work of the preliminary competition, and conscientiously do a good job in the selection and recommendation of the finalists.We should implement the spirit of the "Eight Provisions" of the Central Committee, persist in running the competition diligently and thriftily, seek practical results and ensure the healthy and orderly development of the competition.
